The In-Country Value Certification (ICV), introduced by the Abu Dhabi National Oil Company (ADNOC) in January 2018 and effective from April 1, 2018, helps both individual suppliers and businesses. It also plays a key role in strengthening the country's economy. It measures how much businesses in the UAE contribute to the local economy, including the goods and services they produce, local investments, and jobs in the oil and gas sector.
 

The program encourages local suppliers to focus on getting an In-Country Value (ICV) certificate. The ICV certificate program, managed by the Ministry of Industry and Advanced Technology (MoIAT), aims to maximize the value of the UAE's oil and gas resources.  An ICV Certificate is issued by ADNOC to show the level of In-Country Value a company has achieved in the UAE.

  • Release Audited Financial Statements

The first step is to disclose audited financial statements. New companies (less than 10 months old) must prepare financial reports using management accounts or in line with International Financial Reporting Standards (IFRS).

  • Fill ICV Certification Template

The ICV score is calculated using a standard template that captures data on local sourcing, community investment, and Emirati employment. Companies must accurately complete this template according to ICV program guidelines.

  • Evaluation of Form

The completed template must be submitted to an authorized certifying body for assessment. This body will review the information and may conduct an on-site audit to verify the details.

  • Obtain ICV Certificate

Once the certifying body confirms compliance, the ICV certificate is issued, demonstrating the company’s commitment to supporting the UAE’s local economy.

  • Validity

The ICV certification is valid for 14 months from the date of submission of audited financials or until new financial statements are issued, whichever is earlier. To maintain benefits, businesses must renew their certification annually by submitting updated financials and an ICV template.

    The Abu Dhabi National Oil company ADNOC pioneered the ICV program and launched it to its suppliers in the year 2018; it was a promising scheme designed to achieve: Diversification of the Abu Dhabi gross domestic production through increasing local content spending of the local goods and services within the emirate of Abu Dubai. The program aimed to drive more Emirati workforce into the private sector and create the right skill set to develop UAE Nationals' abilities. As a result, localize the supply chain and promote exporting local goods in the longer run. Now, under the UAE Ministry of Industry and Advanced Technology MoIAT. Some of the worth-mentioning achievements of the program to date are: Successfully redirected around AED89 billion into the local economy.     Yes, and No! It is important to emphasize that not all businesses in the UAE need to get an ICV certificate. If you wish to participate in the local or federal government procurements, the ICV certificate is optional. Yet, your score for the ICV evaluation will be gauged as zero (0). So, it is strongly advised to obtain the ICV. This will increase your chances of getting awarded. On the other hand, having the ICV is one of the requirements that a supplier or a service provider will be requested to provide during the supplier registration process in all of the Abu Dhabi government entities and companies.

  • How is the ICV scored or calculated?
    The in-country value scores calculations are based on assessing the supplier added-value towards the local economy. These values are measures against the goods or services offered by the company, according to a pre-defined methodology.
  • What is the ICV evaluation process?
    The process for obtaining ICV certification involves submitting audited financial statements, filling out the ICV template, and undergoing an evaluation by authorized certifying bodies. This ensures that companies meet the program's requirements and can leverage their ICV score in public procurement processes​ The ICV certificate obtaining process involves verifying your financial statements by a certified body. There are several empanelled certified bodies that you can go to in UAE. When submitted, your documents are verified against a checklist set by the ICV program. Each point has its score that is calculated through a set formula. The total of all these points is your ICV score.   • What are the pre-requisites for an ICV certificate​?
    Audited Financial Statements: It is required for a company to submit financial statements compiled and audited by the IFRS for the last two fiscal years. These need to be signed by a partner in an Audit firm duly registered with the Ministry of Economics. The audited financials being submitted cannot be older than two years, starting from the year of the certification. The management accounts for a company that is less than ten months old can be used for ICV certification if it is newly established (less than ten months old). All management accounts must be audited if they are more than nine months old. For ICV Certification purposes, every firm's trade license is treated as a separate legal entity, even if the ownership structure is identical. A single ICV Certificate may be granted to a Company with several branches in the same Emirate performing identical activities and having the same ownership. NAFIS Registration: Suppliers are required to register with NAFIS in order to obtain the ICV Certification. Suppliers can visit Nafis.gov.aeto register their respective entities
  • What is the ICV evaluation process?

    The process of obtaining the ICV certificate varies in terms of how much will it cost to secure one. Depending on your selection, the cost will differ from a certifying body to another.
  • How long does processing the engagement takes until I can obtain the certificate?
    Typically, the engagement takes 7 to 10 working days to complete. However, the mentioned timeline is estimated based on the assumption that the required information will be made available to the certifying body on a timely basis.
  • What is the validity of the ICV Certificate?
    The ICV certificate is valid for 14 months starting from when the Audited Financial Statements are issued. During the ICV certificate's validity, the supplier could receive recertification from the same Certifying Body using the same audited financial statements; nevertheless, the validity of 14 months following issue will not be altered.
